David Maul, the President of Maul Energy Advisors (MEA), an independent consulting firm focusing on energy policy, natural gas, and liquefied natural gas (LNG), has dedicated over thirty years to the energy field. With a focus on the future, MEA is interested in the advancement and implementation of natural gas infrastructure and technologies. As a clean fuel source, natural gas provides a viable energy supply with minimum environmental impacts and allows for a transition to non-fossil fuel energy sources. MEA has several clients with diverse interests in natural gas throughout the U.S. and is deeply interested in the energy needs of the world. MEA is prepared to support private business clients, public utilities, and governmental agencies.
Dave’s commitment to energy has a long history. He retired from a long career in state service as the Manager of the Natural Gas and Special Projects Office at the California Energy Commission in 2005. In this position, he directed the State of California’s staff in their work to develop independent natural gas forecasts and energy policies dealing with natural gas demand, supply, infrastructure, and markets. Mr. Maul’s office investigated various natural gas issues, including the potential for LNG imports to the West Coast and an expanded role for natural gas storage facilities. Recognizing the need for energy sustainability, his office also explored the need for additional infrastructure investments to better mitigate risks that threaten service reliability and stable pricing. Mr. Maul was actively involved in determining the state’s approach to the natural gas infrastructure development needs and LNG siting issues. Other activities of note include his office’s work on behalf of the Western Governor’s Association to conduct an assessment of the adequacy of the western natural gas system. He led the LNG Interagency Permitting Working Group, a group of state agencies potentially involved in permitting any LNG facility in California; headed the Natural Gas Working Group, a group of state agency staff reporting to the Governor’s Office that meet monthly to actively track the natural gas industry, including natural gas supply availability, pipeline development, and market issues; and hosted the Natural Gas Working Group+, an open meeting twice a year on natural gas issues where anyone is welcome to attend. Mr. Maul served on the National Association of Regulatory Utility Commissioners (NARUC) Gas Staff Subcommittee and the NARUC LNG Working Group.
In his thirty years at the California Energy Commission, Dave led a multi-faceted career. He worked on energy policy, natural gas projects, power plant siting and environmental protection issues at the Commission in various management, policy, and technical capacities. Previous to the Natural Gas and Special Projects office, Dave Maul was the Assistant Division Chief of the Systems Assessment and Facilities Siting Division. He played a key role in the licensing activity for large baseload power plants and the emergency peakers during the energy crisis of 2000-2002. Prior to that, Mr. Maul had managed the Environmental Protection Office, was a Policy Advisor and Program Manager for the Environmental and Energy Issues Research Program. He also served as Policy Advisor for Barbara Crowley, Vice Chair of the California Energy Commission.
Dave earned a BS in Environmental Planning and Management in 1972 and a MS in Ecology in 1974, both from the University of California at Davis. Through his education and work in the field, he has authored and managed numerous reports on environmental issues and energy. Additionally, he is an active member of his local community in Davis, was involved in leadership positions in several school issues including music and the arts. His two kids are proud to say that he won the “Best Coach” award for AYSO soccer several years running.
